RenderingLayerMask dropdown is empty when creating a Scriptable Renderer Feature
Reproduction steps:
1. Open the attached “RenderingLayerMaskBug.zip” project
2. Select the “PC_Renderer.asset” (Assets > Settings > PC_Renderer)
3. Find the “My Renderer Feature” Component or click "Add Renderer Feature" and choose "My Renderer Feature" to add it.
4. Open the “Rendering Layer Mask” property dropdown menu
Expected result: The dropdown menu shows the available rendering layers
Actual result: The dropdown menu is empty and no selection can be made
Reproducible with: 2023.3.0b10
Couldn’t test with: 2021.3.36f1, 2022.3.21f1, 2023.2.13f1 (Feature did not exist), 2023.3.0a16 - 2023.3.0a17 (The property is completely empty)
Reproducible on: Windows 11
Not reproducible on: no other environment tested
