[Mobile] Render over native UI does not make app transparent
How to reproduce:
1. Create a new Project
2. Set Camera to "Solid Color" and change color alpha to 140
3. In Player settings > Resolution check the "Render over native UI" checkbox
4. Build and run the app to the device
Expected Behavior: The app is see-through
Actual Behavior: The app is not see-through
Reproducible with: 2019.3.0a2, 2019.3.15f1, 2019.4.15f1, 2021.1.0a6
Not reproducible with: 2019.2.21f1
