Render Graph Execution errors are thrown when restarting HDRP project with deactivated Scene lighting
How to reproduce:
1. Open the user's attached project
2. Open scene OutdoorsScene
3. In the Scene view control bar, toggle Scene lighting off (lightbulb icon)
4. Close the project, then restart it
5. Observe the Console
Expected result: no errors are thrown
Actual result: multiple Render Graph Execution, NullReferenceException errors are thrown
Reproducible with: 12.1.0 (2021.2.0b16), 12.1.6 (2021.2.19f1), 13.1.7 (2022.1.0b15), 14.0.2 (2022.2.0a9)
Not reproducible with: 10.8.1 (2020.3.33f1), 12.0.0 (2021.2.0b15)
Could not test with: 7.7.1 (2019.4.37f1) (System.NullReferenceException at UnityEngine.Rendering.HighDefinition.HDRenderPipeline..ctor <...>)
