Reflection Probe doesn't load until it's selected in the Hierarchy window when the project has been opened
Reproduction steps:
1. Open the attached project
2. Open the “Assets/Scenes/SampleScene.unity” Scene
3. Observe the Scene View
Expected result: The Reflection Probe is visible in the Scene View
Actual result: The Reflection Probe is missing from the Scene View and the GameObjects that use it appear as black in the Game View
Reproducible with: 2020.3.48f1, 2021.3.27f1, 2022.3.1f1, 2023.1.0b21, 2023.2.0a18
Reproducible on: Windows 10 Pro (22H2)
Note: The issue goes away after selecting the "Reflection Probe" GameObject in the Hierarchy window

We have reviewed the issue carefully, and in this case, the team is unable to prioritize fixing this bug. Our developers have also had trouble reproducing the issue. There are a number of reasons we make this decision, including the impact and severity of the issue across our user and customer base, and the possibility that future plans may solve the problem in a different way, or that a workaround for the bug may be available.
