[Recorder] Frame rate can be influenced severely when starting a recording
How to reproduce:
1. Create an HDRP template project
2. Enter the Play Mode
3. In the Game View, observe the performance
4. Exit the Play Mode
5. Import the Recorder Package
6. Open the Recorder Window (General->Recorder->Recorder Window)
5. In the Recorder Window, under the Capture tab, select a GameObject from the Scene
6. Click "START RECORDING" (or the red button)
Expected result: Frame rate is not influenced severely when starting a recording
Actual result: Frame rate can be influenced severely when starting a recording
Reproducible with: 2.4.0-preview.1 (2018.4.30f1), 2.5.0-pre.1 (2019.4.16f1, 2020.1.17f1, 2020.2.0f1, 2021.1.0a10)
