RecompressAssetBundleAsync fails when an AssetBundle with the same name is currently loaded
How to reproduce:
1. Open the attached project ("case_1156945-TestAssetBundleRecompress.zip")
2. Open the repro scene ("SampleScene")
3. Enter play mode and inspect the console
Expected results: Asset Bundle is recompressed successfully
Actual results: Recompression fails because of internal error
Reproducible with: 2018.4.1f1, 2019.1.4f1, 2019.2.0b4, 2019.3.0a4

Could not test with 2017.4 as it lacks "RecompressAssetBundleAsync" method

Resolution Note:
Recompression requires loading the contents of an asset bundle. In this case the bundles both contain the same internal file names, thus cannot be loaded at the same time which is as designed.
The issue here was uninformative errors being thrown when recompression fails. For now, the priority is too low, so the fix won't be addressed.
