Quick Search installing preview package when using shortcut
How to reproduce:
1. Create a new Unity project
2. Press Alt + '
Expected results: Quick Search suggests installing the newest stable version
Actual results: Quick Search suggests installing unstable 3.0.0-preview.1 version
Reproducible: 2019.4.12f1, 2020.1.0a25
Not reproducible with: 2020.1.0b1, 2020.1.9f1, 2020.2.0b7
Couldn't test: 2018.4, 2021.1 as a shortcut is not working
Note: in 2019.4 Quick Search 3.0.0-preview.1 is not even available in Package Manager
