[Quest] Crash on Subsystem::InitializePlugin when initializing VR in Play Mode
Reproduction steps:
1. Open the attached project "ReproProj"
2. Connect the Quest device with Oculus Link and Enter the Play Mode
3. Click the GameView and press “Enter” on the keyboard
Expected result: The Editor continues to run in Play Mode and the Scene is displayed on VR and Monitor
Actual result: Editor crashes
Reproducible with: 2020.3.47f1, 2021.3.22f1, 2022.2.14f1, 2023.1.0b11, 2023.2.0a9
Reproducible with devices:
VLNQA00379, Oculus (Quest 2), Android 10, CPU: Snapdragon XR2, GPU: Adreno (TM) 650
Testing environment: Windows 10 Enterprise 21H2

this is seriously annoying
