Project is still built if it uses unavailable API
Steps to reproduce:
1. Create any project which uses unavailable API for Windows Phone 8.1
2. Set Compilation Overrides to "None". Build it to WP8.1
3. A number of errors "X doesn't exist in target framework." will be thrown, but project will still be built.
