Project Browser selection Tooltip is always in fixed Position when hovering over Footer Text
Reproduction steps:
1. Create a new empty Project
2. Create a new Asset (For example a Script)
3. Select the new Asset
4. Hover the Cursor over the Path Text in the Footer of the Project Browser
Expected result: The Tooltip is located by the Cursor
Actual result: The Tooltip is centered above the Footer
Reproducible with: 2020.2.0a16, 2020.3.7f1, 2021.1.6f1, 2021.2.0a16
Not reproducible with: 2019.4.26f1, 2020.2.0a15 (No tooltip)
