Window Tooltips are visible when window is minimized/moved to a different MacOS space
Reproduction steps:
1. Open the attached project ("2019.4.21f1 probuilder tooltip.zip")
2. Drag Unity Editor to a different monitor, than ProBuilder Window is
3. Click on the Unity Editor
4. Hide ProBuilder window using MacOs spaces: drag mouse on ProBuilder window > Ctrl+Left/Right Arrow
5. Drag mouse onto the area, where ProBuilder window buttons would be
6. Observe tooltips showing up when ProBuilder is hidden
Expected result: Tooltips wouldn't show up when a window is in a different space or minimized
Actual result: Tooltips show up when a window is in a different space or minimized
Reproducible with: 2018.4.32f1, 2019.4.21f1, 2020.2.7f1, 2021.1.0b10, 2021.2.0a7

-Bug reproduces with Tools/ProBuilder, Window/AI/Navigation, Unity/Preferences windows
