[ProBuilder] Tooltip appears clipped while hovering mouse cursor over tools in ProBuilder window
When probuilder window is placed near the corner of the screen, and the mouse cursor is hovered over tools, Tooltip appears clipped
Steps to reproduce :
1. Create a new project.
2. Window > Package Manager > ProBuilder > Install
3. Tools > ProBuilder > ProBuilder Window
4. Hover mouse cursor over tools.
Actual results: Toolbar tooltip appears clipped.
Expected results: Toolbar tooltip appears properly.
Reproducible with: 2020.1.0a19, 2019.3.0f4, 2018.4.14f1,2018.1.9f2
Note: Package Manager was introduced in 2018.1.9f2, Checked with older ProBuilder package 3.10.1 also.
Environment: Occurs on Windows only.
