Preset Manager Filter fails to apply Preset when using Blob:"Folderpath"
Reproduction steps:
1. Open attached Project "PresetFilter"
2. Import an Image to Assets\Filtered
3. Check the Import Settings of the Imported image
Expected result: Filter mode is set to Point (No filter) and the Resize Algorithm is set to Bilinear
Actual result: Filter mode is set to Bilinear and the Resize Algorithm is set to Mitchell
Reproducible with: 2019.4.24f1, 2020.1.0a16
Not reproducible with: 2020.1.0a17, 2020.3.5f1, 2021.1.4f1, 2021.2.0a15
