Position, Rotation and Scale of Prefabs can be manipulated in Context using the "Rect" Transform Tool
How to reproduce:
1. Open up any project
2. Create gameObject "Cube" in Hierarchy
3. Drag the gameObject to the Project Browser to make it a prefab
4. Click the arrow to the right of the Prefabs name in Hierarchy to enter the Prefab Context View
5. Select the "Rect" Transform tool in the Scene View and manipulate the Prefab
Expected result: "Rect" Transform tool is disabled as you shouldn't be able to manipulate the Prefab in Context
Actual result: Prefab can be manipulated with the "Rect" Transform Tool
Reproduces with: 2020.3.39f1, 2021.3.11f1
Does not reproduce with: 2022.1.18f1, 2022.2.0b9, 2023.1.0a13
