[Polybrush] "Scatter Prefabs" Brush places prefabs outside of the Brush Radius when the painted GameObject's Transform is Scaled

How to reproduce:
1. Open the attached project
2. Open the SampleScene
3. Open up a window for Polybrush (Tools>Polybrush>Polybrush Window)
4. Select the Prefab Scatter Brush and paint over the "Polybrush Example" GameObject

Expected result: The Prefabs are scattered in the Radius of the Brush.
Actual result: The Prefabs are scattered randomly outside the Brush Radius.

Reproducible in: 2017.4.33f1, 2018.4.12f1, 2019.2.10f1, 2019.3.0b7, 2020.1.0a9 (0.9.5, 1.0.1)

Note: Setting a small Radius for the Brush could help to place the Prefabs with more precision.
