Plugin DLLs are excluded even if they are placed not in platform specific folder
Reproducible on both WP8 and WSA platforms.
If some multi-platform plugin DLL is placed in a folder named other than platform name, it is still excluded from compilation.
For example, plugin MyMultiplatformPlugin.DLL will not be accessible from scripts if it was placed in Assets/Plugins/MyMultiplatformPlugin/ folder. It will only be accessible if placed in Assets/Plugins/ folder.
Why is this marked as Won't Fix?
Once released, new plugin system will not contain these issues as user will be able to manually choose which plugins files to build for each platform.
