Playing a h264 video near the end restarts it
Repro steps:
1. Open user attached project
2. Enter Play Mode
3."Download Video" -> "Prepare Video"
4. Press the ">" or "<" button near the 00:17.251 timestamp
5. "Play" -> "Seek"
6. Near the 01:45:00 mark press the "Slow Mode" button
7. When it's at 01:45:238 press "Pause" and then "Play"
Expected: Video plays until the end
Actual: Video restarts
Reproducible with: 2017.2.4p1, 2017.4.15f1, 2018.2.16f1, 2018.3.0b10, 2019.1.0a9
Not reproducible with: 2018.3.0a6
