[PlasticSCM] File remains checked out after renaming and submiting it
How to reproduce:
1. Create a new project in your Plastic workspace
2. Open it and enable Plastic VCS
3. Create a new material and submit it
4. Rename it and submit it again
5. Observe the asset in the Project Window/VCS Window
Expected result: the asset is no longer checked out and isn't added to the VCS Window's outgoing tab
Actual result: the asset remains checked out after the submit
Reproduced in: 2019.3.0a11, 2019.2.0f1, 2019.1.13f1, 2018.4.5f1, 2017.4.31f1
Note: only reproduces with Plastic SCM, Perforce works as expected

This is an issue in the PlasticSCMUnityPlugin itself which is developed by Codice Software. We have forwarded this bug to them.
