Performed actions cannot be undone when the Asset in the Input Actions Window is saved
Reproduction steps:
1. Open the attached “InputActionUndone.zip” project
2. Double click on the “Action.inputactions” from the Project Window
3. Duplicate the “New Action” Action a few times
4. Click the “Save Asset” button
5. Press CTRL+Z to undo the previous duplication
Expected result: The newly created Actions are undone
Actual result: The newly created Actions are not undone
Reproducible with: 1.8.0, 1.10.0 (2021.3.41f1, 2022.3.40f1, 6000.0.13f1)
Not reproducible with: 1.8.0-pre.2 (2021.3.41f1, 2022.3.40f1)
Reproducible on: Windows 11
