[Perforce]The API updater does not check out files
Steps to reproduce:
1. Open user attached project "kartb.zip" on older Unity version
2. Upload it to local Perforce server and make sure everything is submitted to depot
3. Close project and open on a newer version to force an API update
4. The updater will not update the required files, because it didn't have access
Expected: API updater should be able to work with P4 to check out/modify files.
Actual: Locked files that need to be updated are not updated and cause errors in an updated Editor
Reproduced on: 2017.1.3p2, 2017.2.2p1, 2017.3.1p3, 2018.1.0b10
