[Particle System] Renderer Mesh artefacts when Position/Normal attributes are set to float16
How to reproduce:
1. Open the user's attached project and Scenes/SampleScene scene
2. Observe the OriginalMesh GameObject in the Scene view
3. In the Hierarchy window, select ParticleSystem and observe it in the Scene
4. In the Project window, right-click on ASSET (see notes) and select Process Mesh Layout/GPUFriendly
5. In the Inspector window, observe that Position, Normal and Tangent attributes are float16
6. In the Scene view, observe the OriginalMesh and ParticleSystem
Expected result: OriginalMesh and ParticleSystem look the same as before
Actual result: OriginalMesh is the same, but ParticleSystem has changed and now look like triangles
Reproducible with: 2020.3.11f1, 2021.1.10f1, 2021.2.0a19
Could not test with: 2018.4.35f1, 2019.4.28f1 (could not downgrade)
