Particle System is not rendering when CommandBuffer.DrawRenderer() is used with ScriptableRenderPass
How to reproduce:
1. Open attached project "URPBugReport.zip" and scene "SampleScene"
2. Enter Play mode
3. Observe Scene or Game view
Expected result: a particle system in both "Scene" and "Game" views is playing
Actual result: a particle system is not playing
Reproducible with: 2019.4.4f1 (7.3.1), 2020.1.0b16, 2020.2.0a18 (8.1.0, 9.0.0-preview.35)
Could not test with: 2018.4 (the features needed did not yet exist)

I have experienced this same problem when trying to use DrawRenderer. I observe that it works in the Scene window, but not in the Game window. Also, LineRenderer doesn't show, and SpriteRenderer with a bone transform does appear, but without the transform.
