[PackageManager] Tooltips are missing in Package Manager window
Tooltips are missing in Package Manager window for Refresh list, Manual Resolve Add package button, Sort and Packages type tab
Steps to Repro:
1. Create a new Project
2. Select Window > Package Manager
3. Hover mouse on "+" icon
4. Hover mouse on Packages, Sort and Refresh button
Expected Result:
Tooltips should have appeared
Actual Result:
Tooltips are missing, only appeared for Install/Remove button
Reproducible on: 2020.2.0a5, 2020.1.0b4, 2019.3.6f1, 2019.2.12f1, 2019.1.14f1, 2018.4.17f1
Environment: Windows 10 and Mac 10.14

Resolution Note (fix version 2020.2):
Dev Comment: We won't have tooltip on those buttons by design. In the project window, we have a similar "+" icon, which doens't have a tooltip. We want to keep the same behavior in the Editor.
