Package Manager - Window title is not user friendly
When using the Package Manger window, the title of the window is
UnityEditor.PackageManager.UI.PackageManagerWindow
This is not user friendly and should be changed
1. Open Unity
2. Create a new project
3. Go to Window > Package Manager
4. Inspect the title of the Package Manger window
Expected Result:
The window uses a user friendly name like "Packages"
Actual Result:
The window uses the following as a title: "UnityEditor.PackageManager.UI.PackageManagerWindow"
Tested on Windows.
Occurs on 2019.3.0a8
Does not occur on 2019.3.0a7, 2019.2.0b7
