Package Manager Window Layout gets corrupted by a specific Unity Editor Layout
How to reproduce:
1. Install user-submitted Unity Editor window layout (pacman_broken.wlt)
2. Open a new Unity project
3. Open Package Manager
Expected result: Package manager always opens up
Actual result: Package manager either doesn't open at all or the window layout is completely broken
Reproducible with: 2018.3.0a7
Not reproducible with: 2018.1.9f1, 2018.2.1f1
Could not test with: 2017.1, 2017.2, 2017.4 (Package Manager Windows not yet introduced)
