[Package Manager] Feature sets are marked as "Release" even when they contain Pre-release packages
How to reproduce:
1. Create an empty project
2. Make sure that Edit/Project Settings/Project Manager/Advanced Settings/Enable Pre-release Packages is disabled
3. Open the Package Manager and select the "Cinematic Studio" Feature set
4. Expand 5 Packages Included field and observe the packages
Expected result: Feature set is not marked as Release and the packages have Pre-release indicator
Actual result: Feature set is marked as Release, included packages don't have the Pre-release indicator
Reproducible with: 2021.2.0a18, 2021.2.0b4, 2022.1.0a3
Could not test with: 2019.4.29f1, 2020.3.14f1, 2021.1.15f1, 2021.2.0a17 (Features are not available)
