[OSX][Shadows] Disabling Shadows in Quality settings doesn't stop Shadow Caster Culling
To reproduce:
1. Download attached project "UnstoppableShadows.zip" and open in Unity
2. Open "SampleScene" scene
3. Click Edit > Project Settings > Quality
4. In Shadows section set Shadows to Disable Shadows
5. Enter Play mode
6. Open Profiler
7. Observe that Time is still spent in Shadows.CullDirectionalShadowCasters even when shadows are disabled in Quality settings
Notes:
- This issue appears only on OSXs
- This issue does not reproduce on Windows
Reproduced on Unity 2017.1.5f1, 2017.2.3p3, 2017.3.2f1, 2017.4.9f1, 2018.1.9f1, 2018.2.5f1 and 2018.3.0a9
