[OSX][Mouse] The horizontal scroll value is not consistent between the old and new input system.

In Old Input Manager, scroll left = positive; scroll right = negative.
In New Input System, scroll left = negative; scroll right = positive.

Resolution Note:
This is by design, as we want to return pixels not lines as deltas. The old system did not do that.
