I had the same problem with 2019.2.21f1, and decided to upgrade to 2020.1.13f1 (latest release as of right now).
The problem still exists: Opening the organizations dropdown in the "create a new service id" menu, I only see my personal account (Firstname-Lastname), not the organization(s) I am working for. This makes setting up IAPs impossible which... is not great.

a tricky workaround: use 2020.1.0b14 to create a empty project, enable IAP and close project. Then use your favorite version (20180423 in my case) to open it. done.
Notice: i also delete all folders expect Asset & ProjectSettings before downgrading project with 20180423.
