On windows with scrollbars near the window border half or all of the scrollbar isn't interactable
How to reproduce:
1. Create a new project
2. Press Ctrl+7 to open the Profiler window
3. Dock the Profiler window as shown in the "Example.png" image
4. Try to drag the scrollbar on the left of the Profiler window by grabbing the left side of the handle
Expected result: The handle is grabbed and can be dragged up or down
Actual result: The handle isn't grabbed and the Profiler window gets resized if the cursor is move left or right
Reproducible with: 2018.4.24f1, 2019.4.2f1, 2020.1.0b14, 2020.2.0a16
Notes:
1. Tested on Windows 10 and Ubuntu 18.04
2. On Windows 10 when the profiler window is undocked it is easier to grab the scrollbar's handle than when it isn't
3. On Ubuntu 18.04 using 200% display scaling in Unity versions 2018.4.24f1 and 2019.4.2f1 when the window is undocked it's impossible to grab the scrollbar's handle
4. On Ubuntu 18.04 using Unity versions 2020.1.0b14 and 2020.2.0a16 when the Profiler window is undocked the scrollbar's handle functions correctly, although when the window is docked the issue of only half of the handle being interactible persists
