Object is rendered behind a background camera when primary Camera.targetTexture gets set to null
How to reproduce:
1. Open user's attached "CameraRenderProblem" project
2. Open "SampleScene" Scene
3. Enter Play Mode
Expected result: Cube is rendered in front of the image
Actual result: Cube is rendered behind the image
Reproducible with: 2017.4.40f1, 2018.4.22f1, 2019.3.12f1, 2020.1.0b7, 2020.2.0a9
Note: "MainCamera" depth has to be lower than "BackgroundCamera"

Resolution Note (2020.2.X):
In user's original repro project, user have to disable HDR & MSAA checkboxes on both MainCamera and BackgroundCamera, and then the cube will render in front of the image correctly.
