Not all Hierarchy windows have the same minimum size
Steps to reproduce:
1. Create a new project
2. Detach Hierarchy window (make it separate from other windows)
3. Resize to the smallest size possible
4. Add another hierarchy window
5. Try to resize it to the smallest size possible
Expected result: Both Hierarchy windows are the same size
Actual result: Second Hierarchy window is smaller than the first one
Reproduced in: 2017.4.20f2, 2018.3.6f1, 2019.1.0b4, 2019.2.0a6
