Non ASCII characters are not displayed when viewing them in the Package Manager
How to reproduce:
1. Open the attached project "case_1206921-Project.zip"
2. Open the Package Manager
3. Inspect the "Graphy - Ultimate Stats Monitor" Package Author's name
Expected result: Name is displayed without broken characters
Actual result: Name is displayed with broken characters
Reproducible with: 2018.4.15f1, 2019.2.17f1, 2019.3.0f4, 2020.1.0a18
Couldn't test with: 2017.4.36f1 (Package Manager does not exist)
