Reproduction steps:
1. Open the Hub
2. Observe "No active licenses To create and open projects, you need an active license" warning
3. Click "Manage licenses"

Expected result: There is no active license
Actual result: There is an active license

Reproducible with: 3.4.1

Reproducible on: Windows 10

Notes:
1. Not reproduced by CQA
2. Errors in the Hub logs:
