New Input System makes mouse scroll react to every mouse movement when mouse scroll is first used
How to reproduce:
1. Open attached project
2. Enter the Play Mode
3. Use scroll wheel, and then move mouse
4. Check the console
Reproducible with: 2019.1.2f1, 2019.2.0b2, 2019.3.0a2 (0.2.1 - 0.2.8 Input System Package)
Not reproducible with: 2017.4.27f1, 2018.4.0f1 (new input system wasn't available)
Expected results: mouse scroll and mouse movement should be different types of input
Actual results: mouse scroll is perceived as mouse movement
