Disabled assets in Import Unity Package window aren't tracked but count as being selected by user
Steps to reproduce:
- Navigate to Tanks! Tutorial and click on 'Add to my assets'
- Open a Unity project
- Open Package Manager via Window > Package Manager
- Navigate to the My Assets tab
- Find the Tanks Tutorial asset
- Select the asset and download it
- When the download is complete, click Import to project
- On the warning pop-up, click 'Import'
- On the next warning pop-up, you can choose to either skip or Install/Upgrade (Skip is faster)
- Click 'None' to untick all assets
Actual results: The 'None' button is still active and the user can still Import (even though they have not selected anything). There are disabled assets (e.g. SampleScene.unity) and these count as being selected:

Expected results: The 'None' button is greyed out as all assets are unselected. The user is also not able to click 'Import' as nothing is selected. There is either no disabled assets or they are not counted as being selected.
Reproducible with versions: 7000.0.0a8, 6000.1.0a3 6000.0.26f1, 2022.3.52f1
Not reproducible with versions: -
Can't test with versions: 2021.3.45f1 ('None' and 'Import' buttons always enabled)
Tested on (OS): Windows 11

We have confirmed the issue. However, the fix for it will not be prioritized in the near future, so we're closing this ticket. We might reopen this ticket if priorities change.
