[NetworkManager] StopHost throws error if offline scene is null
Steps to reproduce:
1. Open attached project "787273.zip"
2. Open scene "repro"
3. Run it
4. Notice error in console: ClientChangeScene empty scene name. This indicates that NetworkManager is trying to load scene although it's set to null
Reproduced with: 5.1.4f1, 5.2.4f1, 5.3.4p4, 5.4.0b15
