NetworkClient.ConnectWithSimulator is failing to connect either to loopback ip or actual ip addresses
Steps to reproduce:
1. Open user attached project (NetworkTest)
2. Build the project
3. Run the scene
4. Run the build
5. Observe that the build is just black instead of displaying the cubes
Expected result: The build should display the scene when simulateLatency is true
Actual result: The build does not display anything when simulateLatency is true
Reproduced in: 2017.1.0b3, 5.6.0p4, 5.5.3p2
