[Windows] Multiple "Create an action for" windows can be opened

Steps to reproduce:

  1. Open the "ETtesting.zip" project
  2. Create any node
  3. Click and drag the output of the node and release the mouse click to the right of the node
  4. Observe the "Choose an action for ..." window
  5. Repeat steps 3-4 many times

Actual results: With each attempt, a new 'Choose an action for [type]' window opens without the previous closing

Expected results:
- The previous instance of the window closes, and a new one opens, or
- Clicking outside of the 'Choose an action for [type]' window will cancel the window without selecting any action

Reproducible with versions: 0.1.0-exp.1 (6000.3.0a2), 6000.3.12f1, 6000.4.2f1, 6000.5.0b2, 6000.6.0a2

Tested on (OS): Windows 11 Pro (25H2)

Notes:

  • The windows can be canceled one by one by manually selecting them and closing with the ESC key
  • The same thing can be reproduced with the "Add a graph node" when pressing Spacebar
