Moving object with snapping enabled does not allow it to snap to the original location
1. Open any Unity project
2. Move an Object with snapping
Expected result: snapping makes no exception to the origin point
Actual result: moving while snapping makes the object jump past its origin point
Note: there seems to also be an inconsistency when scaling with snapping enabled. For example, if the object was of size (1, 1, 1) it might scale back to something like (1, 0.999, 0.999)
Reproducible on: 5.6.3f1, 2017.1.0f3, 2017.2.0b9
