Mouse response is really slow in the Editor but fine in Play Mode when Using Custom Editor OnSceneGUI
To reproduce:
1. Open users project
2. Select GameObject in the Hierarchy
3. Hover your mouse over the Scene window. You should now see a cube where your mouse goes but it lags far behind or appears not to move
4. Now enter play mode and repeat the above steps
5. The cube should now move at expected speed with the mouse
Actual results: cube doesn't follow the cursor correctly, it lags
Expected results: cube follows the cursor without lag
Reproducible with: 2017.1.5f1, 2017.2.3p4, 2017.4.12f1, 2018.1.9f2, 2018.2.10f1, 2018.3.0b4, 2019.1.0a2

Adding 'SceneView.RepaintAll();' to the end of OnSceneGUI might fix this problem.

Resolution Note:
This is by design because we do not normally want to the SceneView to repaint all the time for no reason.
Answered the user about a possible approach to the problem.
