Mouse.lockState change from Locked to Confined breaks mouse in editor
How to reproduce:
1. Open user-submitted project (ReproduceMouseLock.zip)
2. Press Play
3. Press Alt, which locks the mouse movement
4. Release Alt and move the mouse around
Expected result: Mouse is constricted to the Game View
Actual result: Mouse is locked in the center of Game View
Reproducible with: 2018.1.9f2, 2018.2.9f1, 2018.3.0b2, 2019.1.0a1
Not reproducible with: 2017.4.11f1, 2018.1.0b13
Note: This issue reproduces if the script is edited and before CursorLockMode is Confined, it is set to None. If the CursorLockMode is not set to None before confining, then the mouse behaves like it is locked in Editor and reproduces on all versions of Unity. Does not reproduce in built application.
