[Mobile] Transitions get stuck when the touch that activated the transition is swiped off of the object

Reproduction steps:
1. Download attached project "UIToolkit Bug"
2. Build and Run the Scene "SampleScene" to a mobile device
3. In the Build, tap the hexagonal Button on the left side and keep the finger on it
4. Swipe the finger away from the Button and release it

Expected result: The Button shrinks once the finger is no longer on it
Actual result: The Button does not shrink

Reproducible with: 2021.2.0b9, 2022.1.0a6
Could not test with: 2019.4.30f1 (UI Toolkit not available), 1.0.0-preview.16 (2020.3.17f1, 2021.1.19f1; project's UI breaks upon downgrading to a package based UI Toolkit version)

Notes:
- Tapping the button without swiping the finger off will show the desired transition
- Clicking near the Button sometimes makes it shrink again
- Clicking on a different Element always shrinks it
