[Mobile] OS restarts because of high memory usage when compiling shaders for OpenGLES2
To reproduce:
1. https://github.com/Verasl/BoatAttack - clone this repository (Packages/5.1.0 branch)
2. Make sure you extract large files using git LFS
3. Switch platform to iOS or Android
4. In player settings select OpenGLES2 graphics API
5. Build project (Island scene)
Expected result: Unity builds project successfully
Actual result: Memory usage exceeds maximum and OS restarts

16GB RAM
Radeon Pro 560
Unity version: 2019.1.0a10
Also reproduced with Android platform.
