[Mobile][OpenGLES2] Detail masks are not working on mobile builds on OpenGLES2 graphics API
Steps to reproduce:
1. Open the attached project
2. Build for Android or iOS with Graphics API set to OpenGLES2
3. Run the built project
4. Notice that detail mask does not work and the detail texture is covering the entire plane as if there were no detail mask
