[Mobile] [Input System] InputSystem.EnableDevice is null when using Attitude sensor
How to reproduce:
1. Open the attached project "1362730.zip"
2. In the Build Settings switch to the Android platform
3. In the Build Settings press Build And Run
4. When the app loads on the device, rotate the device by any angle
Expected results: the Scene on the device screen is moving
Actual results: the Scene on the device screen stays static
Reproducible with: 1.1.0-pre.6 (2019.4.30f1, 2020.3.18f1, 2021.1.21f1, 2021.2.0b12, 2022.1.0a9), 1.1.1 (2019.4.30f1, 2020.3.18f1, 2021.1.21f1, 2021.2.0b12, 2022.1.0a9)
