[Mobile]Inconsistent results of EventSystem.current.IsPointerOverGameObject() across mobile platforms using the new Input System

Reproduction steps:
1. Download the attached "InputRepro.zip" project
2. Build and deploy the project to iOS
(The following steps are made on the device)
3. Press in the middle of the screen
4. Press in the top left corner of the screen

Expected result: The top right screen shows that logs return a "true" value
Actual result: The logs return a "false" value

Reproducible with: 2019.4.25f1, 2020.3.7f1, 2021.1.6f1, 2021.2.0a15
Could not test with: 2018.4 (New Input system not available)

  1. Resolution Note:

    uGUI EventSystem updates *after* input as part of regular MonoBehaviour.Updates. Polling UI state from within action callbacks (and thus from with input processing) will poll UI state from last frame.
