Misleading upgrade prompt when opening Project from Hub with an incremented project version
"Do you want to upgrade your Project to a newer version of Unity?" prompt displayed when opening Project from Hub in which the project version has been increased (and not updated in the Hub).
Repro steps:
1) Open hub, create new project
2) Close project, re-open hub if closed
3) Increment project's version in ProjectSettings/ProjectVersion.txt
4) In the Hub, set project's Unity Version field to version set in step 3
5) Click on the project in the Hub to open it
Expected: Hub opens project
Actual: Misleading prompt appears

The message is to prevent unintentional update which may affect the project, as files may be affected depending o the version use.
