[Metal] GPU fails when using glow effect after running an app for a minute
1. Open the attached project
2. Go to Menu bar -> File -> Buil Settings -> Switch to the iOS platform
3. Build for iOS and deploy the Xcode project to the iOS device
Expected: App runs without errors
Actual: GPU fails when running an app for a minute
Reproducible with: 2018.3.7f1, 2019.1.0b4, 2019.2.0a4

Resolution Note (2018.3.X):
This particular case has been investigated thoroughly and we have decided, in the interests of protecting the stability and features of Unity for users that rely upon the affected versions, to not address this fix for the time being. We understand that this will cause problems for some users, and so may address in a future version.
