MarkSceneDirty() and MarkAllScenesDirty() does not work when called in OnValidate
To reproduce:
1. Open the project, attached by the user (BugOnValidateSceneDirty.zip)
2. Open the "Scene0" scene
3. Open the "Scene1" scene
4. Observe the console
Expected: MarkSceneDirty/MarkAllScenesDirty works as expected when it is called in OnValidate when the scene is opened
Reproduced in 5.6.4p2, 2017.1.2p2, 2017.2.0f3, 2017.2.0p1, 2017.3.0b9, 2018.1.0a4

OnValidate is part of scene loading and the scene drityness is cleared after load has completed
